数字贸易规则与服务出口二元边际:基于RTA文本的量化研究

摘　　要：文章构建了深度区域数字贸易规则影响服务出口二元边际的理论模型,并利用2005~2018年全球44个经济体签署的86项区域贸易协定实证检验了区域数字贸易规则深度对服务出口二元边际的影响。研究发现,区域数字贸易规则深度对服务出口二元边际具有显著的促进作用,区域数字贸易规则深度越深越有利于服务出口集约边际和扩展边际的提升。区分不同数字贸易规则条款发现,电子商务条款深度对服务出口二元边际的影响最为显著;区分不同服务行业发现,区域数字贸易规则深度显著促进了传统服务业和商务服务业出口二元边际;区分不同收入水平国家发现,区域数字贸易规则深度对中低收入水平国家服务出口二元边际的促进作用更为显著。文章的研究结论为中国继续推进高标准数字贸易规则建设,进而促进服务贸易高质量发展提供了理论依据和经验证据。This paper constructs a theoretical model of the deep regional digital trade rules affecting the dual margin of service exports and then uses 86 regional trade agreements signed by 44 economies around the world from 2005 to 2018 to empirically examine the impact of the depth of regional digital trade rules on the dual margin of service exports. The study found that the depth of regional digital trade rules has a significant effect on improving the dual margin of service exports. The deeper the depth of regional digital trade rules,the more it can promote the intensive and extensive margins of service exports. Differentiating different digital trade rule clauses,it is found that the depth of e-commerce clause has the most significant impact on the dual margin of service exports;differentiating different service industries,it is found that the depth of regional digital trade rules has significantly promoted the dual margin of exports of traditional services and business services;differentiating countries with different income levels,it is found that the depth of regional digital trade rules has more significant impact on the dual margin of service exports of developing countries,which has brought them greater benefits. The results provide theoretical basis and empirical evidence for China to continue to promote the construction of high-standard digital trade rules,which can promote the high-quality development of service trade.
