摘  要:随着汽车保有量的增长,汽车使用环节低碳发展的重要性日益凸显,汽车行业实现“双碳”目标,使用环节的减排降碳是重中之重。建立健全新能源汽车使用环节的扶持政策体系成为下一步的重点方向。对新能源汽车使用环节碳减排量核算的研究是未来实施新能源汽车使用环节减排量奖励相关措施的基础。本研究借鉴温室气体自愿减排方法学中涉及新能源汽车使用环节的相关方法学的核算思路,结合纯电动乘用车数据可获得性,提出一套符合汽车行业实际的纯电动乘用车使用环节碳减排量的核算方法。以北京市为例,按照本研究提出的核算方法,2019年北京市新增纯电动乘用车在2020年全年产生的减排量为5 314吨,平均单车年减排量为0.96吨。With the growth of car ownership,the importance of low-carbon development in the use of automobiles has become increasingly prominent.To achieve the "double carbon" goal of the automobile industry,carbon emission reduction in use phase is the top priority.Establishing and improving the support policy system for the use of new energy vehicles has become the focus of the next step.Studying the calculation method of carbon emission reduction in the use of new energy vehicles is the basis for implementing emission reduction incentive measures in the future.This study draws on the accounting ideas of relevant methodologies involving the use of new energy vehicles in the voluntary greenhouse gas emission reduction methodology,combined with the availability of the data of battery electric passenger vehicle,and proposes a set of accounting methods for carbon emission reduction in the use of battery electric passenger vehicles that are in line with the actual automotive industry.Taking Beijing as an example,according to the calculation method proposed in this study,in 2020,the newly added battery electric passenger vehicles in Beijing in 2019 generated a total of 5 314 tons of emission reduction,and the average annual emission reduction of a single vehicle was 0.96 tons.
