陕西省农户对公益林生态效益补偿政策满意度及其影响因素研究

摘　　要：公益林生态效益补偿政策作用于农户,目的在于缓解生态效益的经济外部性影响,持续推进国家生态建设。该政策能否让农户满意,关系着政策的未来发展,也关系着国家的生态大计。本文利用2018年陕西省的集体林权制度改革跟踪监测数据,运用Probit模型实证分析发现:对于公益林生态效益补偿政策,农户满意度普遍较高;农户满意与否和生态效益补偿金额、政策公示、政策认知等显著相关,相比于个人特征情况,农户更关心政策与家庭特征关系。结论表明,于陕西省而言,未来政策发展可进一步提高补偿标准,增强政策执行的透明度、合规性,提升农户满意度。The eco-efficiency compensation policy for public forests has been imposed on farmers with the aim of alleviating the economic externality impact of eco-efficiency and continuously promoting national ecological construction.Whether the policy can satisfy farmers or not is related to the future development of the policy and the ecological master plan of the country.Based on the tracking and monitoring data of collective forest rights system reform in Shaanxi Province in 2018,the Probit model was applied to empirically analyze the farmer's satisfaction.The result showed that farmers'satisfaction with the eco-efficiency compensation policy for public welfare forests was generally high;farmers'satisfaction was significantly related to the amount of eco-efficiency compensation,the public announcement of the policy,and the perception of the policy,and farmers are more concerned about the relationship between the policy and family characteristics than the situation of personal characteristics,which delivered the implications that the future policy development in Shaanxi Province should further improve the compensation standard,enhance the transparency and compliance of policy implementation,and improve the satisfaction of farmers.
