摘　　要：塑料污染已成为近年来国际社会普遍关注的问题。为应对塑料污染问题,海南省和三亚市颁布实施了一系列“禁塑”政策、制度和法规。“禁塑”工作为三亚市“无废城市”建设的一项重点工作,已取得了一定的成效。本文通过梳理三亚市“禁塑”政策实施历程和分析“禁塑”成效随时间变化的规律及影响因素,分析总结了三亚“禁塑”工作的成效、影响因素和存在的问题,并提出相应的政策建议。Plastic pollution has become an issue of general concern in the international community in recent years. In order to deal with the plastic pollution,Hainan Province and Sanya have promulgated and implemented a series of plastic-ban policies, systems and regulations. The “plastic ban” is a key element in the construction of “zero waste city” in Sanya, and has achieved some effectiveness. By sorting out the implementation process of Sanya’s “plastic ban” policy, and exploring the laws and influencing factors of the evaluation indicators of “plastic ban” effectiveness over time, this paper analyzes and summarizes the effectiveness,influencing factors and current problems of Sanya’s “plastic ban”, and proposes corresponding policy suggestions.
