摘　　要：为落实《档案法》中有关非国有档案监管的要求,加强对非国有档案的监督管理,推动《档案法》的有效实施,本文通过文献调研、网站调研和比较分析,对当前非国有档案监管实践在监管对象、监管依据、监管范围、监管场景、监管方式五个方面的问题进行了探究;并基于数据监管与档案监管的内在联系,梳理数据监管在政策发布、对象管控、主体协作、实践落实、人才培养方面的经验及启示,提出要从政策、对象、主体以及实践四个层面构建具有档案管理特色的、适应市场经济发展需要的非国有档案监管体系。In order to imply the requirements of the new archives law on the supervision of non-state-owned archives, by the means of literature review, website research and comparative analysis, this paper explores the current archives supervision problems faced by non-stateowned archives in five aspects: regulatory object, regulatorybasis, regulatory scope, regulatory scene and regulatory method. And then based on the internal relationship between data supervision and archives supervision, this paper summarizes several measures of data regulation and then gains some inspirations for archives supervision. At last, this paper proposes to build a non-state-owned archives supervision system from the four aspects of policy release, object control, subject cooperation and practice implementation.
