摘　　要：依据《关于依法从严打击证券违法活动的意见》,当前证券犯罪刑事政策是一种严厉的刑事政策,其内涵包括“依法从重从快”“严密法网”及“打防结合”三个面向。该内涵的设定不仅契合了证券犯罪治理的法治化趋势,更彰显了证券犯罪治理的科学化要求。证券犯罪刑事政策的科学化表现是顺应了证券犯罪的生成模式。为了落实证券犯罪刑事政策设定的内涵、实现其科学化要求,需构建协同治理机制、加强社会资本建设、完善刑罚替代措施以及引入技术治理手段。According to the Opinions on Strictly Cracking Down Illegal Securities Activities in Accordance with the Law, the current criminal policy of securities crimes is a kind of severe criminal policy, the connotation of which includes three aspects: "giving heavier and faster punishment according to law", "tightening the net of criminal law", and "combining combating and preventing crimes". The connotation not only accords with the trend of the rule of law in the governance of securities crimes, but also highlights the scientific requirements of the governance of securities crimes. Its scientific character manifests itself in the way of conforming to the formation mode of securities crimes. In order to carry out the connotation of criminal policy on securities crimes and realize the requirement of being scientific, it is necessary to construct cooperative governance mechanism, strengthen the cultivation of social capital, perfect alternative measures of penalty and introduce technological governance means.
