摘  要:为了改进和完善国际科技合作项目评价、评估国际科技合作价值,本文结合国际科技合作项目的共性特点,从技术转移的角度出发,运用层次分析法和模糊综合评判法,分析技术投入、技术转移过程以及技术转移成果及其影响三个主要影响因素,研究建立国际科技合作价值评价指标体系,选择开展评价研究。结果表明,国际科技合作价值等级为高。研究选择袁隆平院士杂交水稻技术转移国际科技合作项目作为案例,证明指标体系的合理性与适用性,为国际科技合作评价提供参考。In order to improve and perfect the evaluation of international science and technology cooperation projects and assess the value of international science and technology cooperation,this paper combines the common characteristics of international science and technology cooperation projects,from the perspective of technology transfer,using the Analytic Hierarchy Process and Fuzzy Comprehensive Appraisal method,analyzing three main influencing factors of technology input,technology transfer process and technology transfer results and their impacts,researching and establishing the evaluation index system of international science and technology cooperation value and choosing to carry out evaluation research.The results show that the value grade of international scientific and technological cooperation is high.Finally,Yuan Longping academician hybrid rice technology transfer international science and technology cooperation project is selected as a case to prove the rationality and applicability of the index system and provide reference for the evaluation of international science and technology cooperation.
