公共服务的空间叙事:可及性、可及化与可及度

摘　　要：公共服务是空间的存在。向民众提供可及的公共服务,离不开相应的“空间中的生产”和“空间的生产”。可及性是空间权利的具体质性和空间权力运行导向,是供需适配的空间结构。可及化是公共服务空间在建构理性与进化理性、政府规划与公众参与、政治势能与社会动能相统一的基础上,发挥激活、整合、链接三种机制功能作用的实践过程。可及度是衡量空间可及性的主体性尺度,具体包括节点利用率、连线密切度、曲面平滑度三个方面。空间是物质广延性与思维能动性的统一,同质性与多样性的统一。从政治社会空间来诠释公共服务,使公平的价值准则转化为具体的可及权利,可以进一步拓展公共服务的分析视域。Public service reflects the existence of space. To provide accessible public services to citizen is inseparable from the corresponding “production in space” and “production of space”. Accessibility is the specific quality of space power and the direction of space power operation, and the spatial structure of supply and demand adaptation. Accessiblization is a practical process of activating, integrating and linking the functions of three mechanisms in public service space on the basis of the unity of constructing rationality and evolutionary rationality,government planning and public participation, political potential energy and social dynamism. Accessiblization is the subjective measure of spatial accessibility, including node utilization, tightness of connection, and smoothness of surface. Space is the unity of material extensibility and mental agency, the unity of homogeneity and diversity.The interpretation of public service from political and social space transforms the value criterion of equity into concrete accessibility rights and expands the analytical horizon of public service.
