摘　　要：文章以广州南沙国家新区为研究对象,基于陆海统筹的视角,从耕地保护、生态保护、自然条件、区位条件和开发成本等五个方面构建“陆域-岸线-海域”综合评价指标体系,结合南沙新区建设现状和空间规划管控要求,按适度超前原则确定优先开发区域,并提出发展建议。结果表明:①南沙新区自然本底条件优越,生态环境敏感且重要,底线保护对区域建设开发具有决定性作用。永久基本农田、重要湿地、生态保护红线等不适宜区占37%,未来应加强生态环境保护,培育绿色发展模式,打造成滨海湿地、岭南水乡、森林公园,发展生态农业。②南沙新区发展空间有限,适宜和较适宜建设区占47%,呈中心外围分布格局,沿交通轴线聚集分布,临界适宜区受生态保护、地面沉降和交通不便的限制。③向海拓展的潜力有限,宜加强岸线保护和围填海管控,鼓励人工岸线生态化修复,形成可持续发展格局。④现状开发强度与人口发展不协调、用地结构不尽合理,需要进一步加大人才引进力度,完善交通路网等配套设施布局。Taking Nansha National New Area in Guangzhou as the research object,based on the perspective of sea-land coordination construction,this paper constructs a comprehensive evaluation index system of"land-coastline-sea"from five aspects,which includes cultivated land protection,eco-protection,natural conditions,location conditions and development cost,combined with the construction status and the requirements of spatial planning control of Nansha New Area,the paper determines the priority development area according to the principle of moderate advance,and then puts forward development suggestions.The results show that:①Nansha New Area has superior natural background conditions,sensitive and important eco-environment,and the bottom line protection plays a decisive role in regional construction and development.Permanent basic farmland,important wetlands,eco-protection red line and other unsuitable areas account for 37%,in the future,it is necessary to strengthen eco-environment protection,cultivate green development model,construct coastal wetland,Lingnan water town and forest park,and develop eco-agriculture.②The development space of Nansha New Area is limited,and suitable and relatively suitable construction areas only account for 47%,which are distributed in the center and periphery and clustered along the traffic axis,the critical suitable area is limited by eco-protection,land subsidence and inconvenient transportation.③The potential to expand to the sea is limited,it is advisable to strengthen shoreline protection and reclamation control,encourage eco-restoration of artificial shoreline,and form a pattern of sustainable development.④The current development intensity is not coordinated with population development,and the land use structure is unreasonable.Therefore,it is necessary to further strengthen the introduction of talents and improve the layout of supporting facilities such as traffic network.
