利益相关者理论视域下乡村环境善治研究

摘　　要：乡村环境善治是由地方政府、村委会、村民和农村企业等众多利益相关者共同参与的系统工程,在乡村环境善治中各利益相关者的利益是相关的。目前我国乡村环境治理各利益相关者的现实表现与实现善治的基本要求有较大差距,存在利益诉求沟通不畅、利益主体权责不明、利益约束机制不全、利益目标选择不一等治理不善问题。应通过多元共治实现乡村环境善治:搭建信息交流平台,协调利益相关者的善治诉求;优化权责行为结构,激发利益相关者的善治意愿;构建环保约束体系,培养利益相关者的善治习惯;统一目标整体导向,提升利益相关者的善治认知。Good governance of rural environment is a systematic project involving many stakeholders such as local governments,village committees,villagers,and rural enterprises,whose interests are interrelated.At present,there is a big gap between the actual performance of various stakeholders and the basic requirements for achieving good governance of rural environment.The problems of rural environmental governance mainly include communication failures of interest demands,unclear rights and responsibilities of stakeholders,incomplete interest restraint mechanism,and different selection of interest goals.Accordingly,this paper suggests to achieve good governance of rural environment through pluralistic co-governance,such as building an information exchange platform to coordinate the good governance demands of stakeholders,optimizing the structure of rights and responsibilities to stimulate the stakeholders willingness for good governance,building an environmental protection restraint system to cultivate the good governance habits of stakeholders,and unifying the overall orientation of the goal to enhance the stakeholders’awareness of good governance.
