摘　　要：针对国内大型高硫原油炼油厂首次停工检修存在的各种难点、热点问题,诸如:装置停开工过程中因热源不足产生的含轻烃污油如何进行存储及回炼、胺液脱硫系统在停工后水冲洗时产生的含胺废水回收及加工、是否对后续装置产生影响,各塔器、管道钝化清洗期间的污水排放、装置塔器及管线密闭吹扫时产生的污油和高浓度污水排放后路等问题;采取技改增加专线将含轻烃污油转输至压力球罐进行分储后再分炼,利用酸性水汽提装置事故罐专罐储存含胺废水后再少量掺炼,采取无磷钝化清洗剂对塔器、管道进行循环钝化清洗,保障钝化清洗污水达标排放,技改增加含硫污水至轻污油、含油污水至轻污油、含硫污水至污水处理厂等绿色停工流程及相关措施,根据水质分析指标灵活切换流程,实现了大型联合高硫原油炼油厂装置的首次大检修绿色停开工,未产生环境污染事件,对国内其他同类型炼油厂具有一定的借鉴意义。There were various difficulties and hot issues in the first overhaul of a large refinery in China processing high sulfur crude oil,such as the storage and recycling of light-hydrocarbon-containing slop oil generated during the shutdown and startup of units due to insufficient heat source,the recycling and processing of amine-containing wastewater generated during the water flushing of liquid amine desulfurization system after shutdown,the impact on downstream units,the wastewater discharged during the passivation cleaning of towers and pipelines,and the discharge of slop oil and high concentration wastewater generated during the airtight purging of towers and pipelines.Technical modification was carried out by adding special lines to transfer the light-hydrocarbon-containing slop oil to pressure spherical tanks for separate storage and refining.Amine-containing wastewater was stored in the accident tank of sour water stripping unit and then mixed with a small amount of water.Phosphorous-free passivation cleaning agent was used in the circulating passiva-tion cleaning of towers and pipelines to ensure the up-to-standard discharge of passivation cleaning wastewa-ter.Technical modification was carried out by adding green shutdown processes from sour water to light slop oil,from oily water to light slop oil and from sour water to wastewater treatment plant as well as the rele-vant measures.The processes were flexibly switched based on water quality analysis indicators,thus achieving green shutdown and startup during the first overhaul of large refinery processing high sulfur crude oil and zero environmental pollution accident.It can be used as a reference for other similar refineries in China.
