摘　　要：异地办学历经40余年的发展,已成为高校服务地方经济发展的重要组织结构。近年来有关高校异地办学的问题备受社会关注,本文基于结构-功能的分析视角,在收集全国高校新建校区总体数据的基础上讨论当前高校异地办学过程中的问题。研究发现:异地校区对于教育主管部门、流出地政府、流入地政府和异地办学高校等不同主体的功能基础是其得以产生的原因;异地办学过程中存在的显功能问题包括服务地方发展不充分、教学质量难以保障、师生缺乏心理认同,潜功能问题包括缺乏差异化发展、外部资源难以持续、加剧教育资源地区不均衡等。针对存在的问题,主管部门对于高校异地办学应采取谨慎对待、分类管理、合理控制的方针,基于A-G-I-L框架,各相关主体可从创新主体投入、强化目标管理、完善监督管理、加强顶层设计等路径完善高校异地校区功能。After more than 40 years of development,satellite campuses built in cities other than the cities in which their main campuses are located have become an important organizational structure for universities to promote local economic development.The government has tightened its policy in recent years,making the future of this type of satellite campus have been called into question.Drawing on the theory of structural functionalism,this paper discussed the existing problems of these satellite campuses based on a national dataset.Firstly,this paper reviewed the functional foundations that have motivated the construction of these satellite campuses in the past.Secondly,it analyzed both the manifest and latent functional problems in the process of operating these satellite campuses.It argued that we should take a prudent approach towards this type of satellite campus:leveraging its usefulness while managing its shortcomings.Finally,we proposed ways to improve their functions in the future based on the A-G-IL framework of structural functionalism theory.
