小街区空间公共性有效供给机制研究——以广州珠江新城居住街坊为例

摘　　要：小街区开发对城市空间公共性的提升具有重要意义,而原本属于大街区封闭小区的绿地如何有效供给为小街区开发中可共享的社区公共绿地值得深入研究。文章以广州珠江新城为例,梳理了历版珠江新城控规的开发模式,从规划设想、建设过程及管理状态三方面,对其中分别代表公有公共空间模式和私有公共空间模式的两个居住街坊进行了深入分析,探讨小街区空间的公共性问题,最后从规划机制、建设机制、管理机制、激励机制及监督机制等方面提出相应的改进建议,以形成完整且有效的小街区空间公共性供给机制。Small block development is significant to improving the publicity of urban space.How to effectively supply the green space within the enclosed area of the main street into a shareable community green space in the small block development is worth studying.With a review of the development model by previous regulatory plans in Zhujiang New Town,the paper analyzes two residential neighborhoods representing the publicly-owned and privately-owned public space modes respectively from the aspects of planning proposal,construction and management.It discusses the space publicity in small blocks,and proposes improvement suggestions in mechanisms of planning,construction,management,incentive,and monitoring,to help formulate an integrate and effective supply mechanism of space publicity in small blocks.
