摘 要:国家治理现代化是中国发展的长期战略选择,不仅是一个时间进程,也是一场空间变革,是对不断衍生变化的各类空间的有效治理。在这个意义上,国家治理现代化就是各类空间秩序的调整和理顺,以构建出良好的空间秩序。现代国家产生后,空间管辖的主权化与空间类型的多样化之间的矛盾就成为国家治理要应对的基本矛盾之一。空间的衍生变化,不断对以国家为中心的治理体系提出挑战。在全球风险社会,这种挑战突出表现为以国家为中心的治理体系普遍遇到治理超载问题,维护和塑造空间的公共性,共同应对风险更为迫切。需要进一步认识国家治理的空间逻辑,增强空间意识,探索推进国家治理现代化更为可行的路径。Modernizing the system and capacity of national governance is a long-term strategy in China,which needs continuing input of knowledge to deepen understanding governance.This article argues that space is an integrated part of existing state-based governance system and modernizing the governance system amounts to a process of spatial transformation.In this sense,modernizing governance means coordinating various spaces to produce a new order.After modern state appeared and became the dominant form of governance,diversified spaces began to challenge state-based governance in various ways.This article proposes that the system of state-centered governance system is incapable of dealing with emerging and diversified issues and adapting to the changing situation.To maintain public spaces become more and more significant for improving state-centered governance.Space awareness should be strengthened in the governance studies and spatial logic should be fully considered while modernizing Chinese governance.
