加快西宁城市湿地生态产品价值转化的对策建议

摘　　要：近年来,在国家生态文明建设和青海省“生态保护优先”战略的引导下,西宁城市湿地保护成效显著,保护面积逐年增大,生态价值逐步显现:生态产品生产能力增强、启动生态产品价值量评估、文化价值进一步得到提升、良好的生态环境带动周边土地溢价等。同时在生态产品价值转化方面仍存在生态产品价值实现方式单一、生态产品价值评价机制和较为成熟的经营开发机制还未形成等问题。对此,从建立体制机制、文化服务价值提升、开展应用研究等方面提出对策建议,以期进一步加强西宁城市湿地生态产品价值转化。In recent years,under the guidance of the national ecological civilization construction and the"ecological protection first"strategy of Qinghai Province,Xining urban wetland protection has achieved remarkable results,the protection area has been increasing year by year,and the ecological value has gradually emerged:the production capacity of ecological products is enhanced,the value evaluation of ecological products is started,the cultural value is further improved,and the good ecological environment drives the premium of surrounding land.Meanwhile,there are still problems in the aspect of ecological product value transformation of ecological products,such as the single way of ecological product value realization,the ecological product value evaluation mechanism and the relatively mature operation and development mechanism have not been formed.In this regard,countermeasures and suggestions are put forward from the aspects of establishing system and mechanism,improving cultural service value and carrying out application research,in order to further strengthen the value transformation of urban wetland ecological products in Xining.
