“双碳”背景下改扩建项目绿色公路评价体系研究

摘　　要：公路改扩建工程将是今后公路建设的重要部分,目前尚无关于改扩建项目绿色公路的评价标准。在系统分析当前绿色公路评价体系的基础上,根据改扩建工程的特点,采用层递式架构,构建了改扩建工程绿色公路三级指标体系。基于层次分析法,构造比较矩阵进行一致性检验,确定了各项指标的权重。在京沪高速公路改扩建工程中,构建了7项一级指标、18项二级指标、52项内容为三级指标的绿色公路评价指标体系。其中,生态保护、创新支撑指标达95%以上,节能降碳和品质建设指标达87%以上,示范工程评价取得了良好的效果。研究成果对改扩建项目绿色公路建设具指导意义,也可为同类工程绿色公路评价提供参考。Highway reconstruction and expansion projects will be an important part of highway construction in the future.At present,there is no evaluation standard for green highways for reconstruction and expansion projects.Based on the systematic analysis of the current evaluation system,this paper adopts the hierarchical structure to construct the three-level index system in the reconstruction and expansion project according to the characteristics of the reconstruction and expansion project.Based on analytic hierarchy process,it constructs a comparison matrix for consistency test and determines the weight of each index.In the reconstruction and expansion project of Beijing-Shanghai Expressway,an evaluation index system of green highway with 7 first-level indexes,18 second-level indexes and 52 third-level indexes was constructed.Among them,the indicators of ecological protection and innovation support reached more than 95%,while the indicators of energy conservation and carbon reduction and quality construction reached more than 87%,bringing good evaluation of demonstration results.The research results have guiding significance for the construction of green highway in reconstruction and expansion projects,which can also provide reference for the evaluation of green highway in similar projects.
