总体国家安全观视域下中国—东盟非传统安全合作探析

摘　　要：面对世界百年未有之大变局,总体国家安全观是中国应对国际安全挑战、维护国家安全利益的重要指导理念。在此背景下,中国—东盟非传统安全合作成为践行总体国家安全观的新典范。中国—东盟非传统安全合作经历了三大阶段:从以危机应急管理为主的探索起步阶段,到以机制建设为主的常态化治理阶段,再到以总体国家安全观为指导,将非传统安全合作积极纳入区域和全球治理范畴,合作向纵深发展的统筹升级阶段。中国—东盟非传统安全合作取得了多层次合作不断深化、各领域合作稳步推进的卓越成效,但也存在合作机制碎片化、安全需求与能力供给不对称等问题。鉴于此,中国—东盟非传统安全合作应加强机制整合,提升公共产品供给水平,支持东盟中心地位,进而切实推动中国—东盟安全合作提质升级,有效保障中国—东盟命运共同体构建走深走实。Facing profound changes unseen in a century, China takes the holistic view of national security as the guiding philosophy in responding to international security challenges and protecting its national security interests. In this context, non-traditional security cooperation between China and ASEAN has become a new model for practicing the overall national security concept. China-ASEAN non-traditional security cooperation has gone through three stages: crisis emergency management in the initial stage of exploration, mechanism construction in the routine governance stage, and non-traditional security cooperation in the scope of regional and global governance under the holistic view of national security. China-ASEAN non-traditional security cooperation has achieved remarkable results in deepening cooperation at multiple levels and steadily advancing cooperation in various fields. However, there are still some problems such as the fragmentation of cooperation mechanism and the asymmetry of security demand and capacity supply. China-ASEAN non-traditional security cooperation should integrate the existing cooperation mechanisms, improve the supply of public goods, and support ASEAN’s central position. In this way, it will effectively improve ChinaASEAN security cooperation, and help to build a prosperous China-ASEAN community with a shared future.
