新冠疫情下中阿产能合作的形势分析与展望

摘　　要：新冠疫情对中国和阿拉伯国家经济造成不同程度的冲击,影响了阿拉伯国家参与全球价值链的方式和水平,但不同国家间差异明显。中国与阿拉伯国家在产能合作上有着共同的意愿、良好的基础条件以及较强的经济互补性。双方从合作而非对抗的原则出发,在应对疫情冲击的同时拥有坚持对国际社会承诺的共识,为深化产能合作提供了坚实基础。面对新冠疫情带来的潜在长期影响,中阿产能合作符合双方利益,也有利于改善疫情时期全球供需关系。鉴于此,双方应发挥各自的优势,在优化产能合作环境上协同发力。在加快形成保障机制、加强标准对接和互认、发挥行业组织和协会作用、优化人力资源结构保障的同时,针对重点金融资源需求和当地需求,提供产能合作专向资金支持并引导市场资源配置。通过改善中阿产能合作的支持环境,努力提升双方产能合作的能级,从而实现互利共赢。The outbreak of the COVID-19 pandemic has had a huge impact on both China and the Arab countries,affecting the way and level of Arab countries’ participation in the global value chain(GVC).But there are obvious differences between different countries.China and Arab countries have a common willingness and good basic conditions for cooperation in production capacity.Local governments and enterprises have explored ways for coordinated development in capacity cooperation.Both sides have strong economic complementarity,want to handle the bilateral relations through cooperation rather than confrontation,and have consensus to adhere to the commitment to the international community while adapting to the impact of the epidemic,which provides better support for the strengthening of production capacity cooperation.In the face of the long-term impact of the COVID-19 pandemic,China-Arab production capacity cooperation is in the interests of both sides,and it is also conducive to improving the global supply and demand relationship in the post pandemic period.To this end,both sides should give full play to their respective advantages and make concerted efforts to optimize the environment for production capacity cooperation.While accelerating the formation of cooperation mechanism,strengthening mutual recognition of standards,giving play to the role of industry organizations and associations,and optimizing the human resources,addressing the needs of key financial resources and local needs,we should provide dedicated financial support for production capacity cooperation and guide the allocation of market resources.Through continuous and comprehensive optimization in the fields of infrastructure,standards,finance,innovation,etc.,we will improve the support environment for China-Arab production capacity cooperation,and strive to improve the level of production capacity cooperation between the two sides.
