治理视角下更新型城市设计研究——以中山市历史城区为例

摘　　要：存量背景下,城市设计已成为保障公共利益,实现城市空间治理的重要手段,其正经历着由“单一价值”到“整体价值”,由“顶层设计”到“基层创建”,由“空间指引”到“管控治理”的转变。本研究提出更新型城市设计行动框架构建路径,包括整体评估、理序定局、设计治理、动态管控四大路径,探索了设计治理的空间、政策、管理、传导的多元手段。并结合中山市历史城区2020年以来的城市设计全生命周期实践,综合判断行动框架构建的现实挑战的适用性和制约因素,为我国治理视角下城市设计工作提供一定借鉴。In the stock renewal era,urban design has become an important means to ensure the implementation of public interests and to achieve good governance of urban space.There is a transformation from“single value”to“overall value”,from“top-level design”to“basic construction”,and from“space guidance”to“control and governance”.This paper proposes that the construction of an action framework for updated urban design includes four paths:overall assessment,rational order and finalization,design governance,and dynamic management and control,which explores the multiple means of space,policy,management,and transmission of design governance.Combined with the whole life cycle practice of urban design in the historical urban area of Zhongshan City since 2020,it comprehensively judges the applicability and constraints of the practical challenges of the action framework,and provides a certain reference for urban design work from the perspective of governance in our country.
