新型农业经营主体培育对策研究——基于浙江宁波的探索

摘　　要：新型农业经营主体是我国现代农业发展的中坚力量,其发展水平的高低是衡量农业整体水平以及检验乡村振兴成果的重要标志。通过分析新型农业经营主体的内涵,总结提炼其发展的目标、功能,结合相关主管部门的工作实践以及对典型新型农业经营主体负责人的调研访谈,重点分析浙江宁波的探索,归纳出具体工作举措,整理出内外制约因素,并提出畅通优质要素投入农业的渠道、扶持政策要体现农业现代化导向、注重新型职业农民培育、切实维护农民的利益等对策建议。New-type agricultural operating entities are the backbone of China’s modern agricultural development,and the level of their development is an important symbol to measure the overall level of agriculture and test the results of rural revitalization.By analyzing the connotation of the new agricultural management subject,summarize its development goals and functions;Combined with the work practice of relevant competent departments and the investigation and interview of the person in charge of the typical new agricultural operation subject,this paper focuses on the analysis of the exploration in Ningbo,Zhejiang Province,summarizes the specific work measures,and sorts out the internal and external constraints.Put forward countermeasures and suggestions,such as unblocking the channels for high-quality elements to invest in agriculture,supporting policies should reflect the orientation of agricultural modernization,paying great attention to the cultivation of new vocational farmers,and earnestly safeguarding the interests of farmers.
