政府精准供给公共体育服务绩效评估指标体系的构建

摘　　要：本文基于精准服务理论、系统理论、新公共服务理论,根据服务导向与灵活权变等原则,通过文献资料法、问卷调查法、德尔菲法、数理统计法、专家访谈法构建出政府精准供给公共体育服务绩效评估指标体系,旨在为政府精准供给公共体育服务提供评估工具,包括决策、过程、产出、效益4个一级指标,政府内部、需求识别、供给质量、满意程度等11个二级指标和35个三级指标。最后利用层次分析法得出各指标的相对重要程度。Based on the accurate service theory, system theory, new public service theory, and the principles of service orientation and flexible contingency, this paper mainly use the literature review method, questionnaire survey method, Delphi method, mathematical statistics method and expert interview method, to construct the performance evaluation index system for government’s accurate supply of public sports service, aiming at providing a monitoring tool for government’s accurate supply of public sports service. The system includes four primary indicators, including decision-making, process, output and efficiency, 11 secondary indicators and 35 tertiary indicators, including internal government, demand identification, supply quality and satisfaction degree. Finally, the relative importance of each index is obtained by analytic hierarchy process.
