摘　　要：榆林市在产业转型过程中,科研创新水平较低,地方企业产业转型的积极性不足,如果仅靠市场自我发展,榆林市产业转型将举步维艰。因此,榆林市产业转型迫切需要政府的引导与支持。主要从人才、科研、环境和政策执行力等方面,探讨榆林市产业转型过程中存在的政府政策问题,并且针对性地提出完善产业转型的政策建议,以求推动榆林市产业转型的进程,为榆林市未来的发展添砖加瓦,也为其他资源型城市未来的转型发展提供参考经验。In the process of industrial transformation in Yulin City,the level of scientific research and innovation is low,and the enthusiasm of local enterprises for industrial transformation is insufficient,so if the market alone develops itself,industrial transformation in Yulin City will be difficult.Therefore,the industrial transformation of Yulin City urgently needs the guidance and support of the government.This paper discusses the problems of government policies in the process of industrial transformation in Yulin,mainly in terms of talents,scientific research,environment and policy implementation,and puts forward targeted policy suggestions to improve industrial transformation in order to promote the process of industrial transformation in Yulin,add bricks to the future development of Yulin,and provide reference experience for the future transformation development of other resource-based cities.
