我国基本社会保障均等化与均衡性的测度工具设计与应用

摘　　要：基本社会保障是社会保障体系的重要组成部分,实现基本社会保障均等化对提升特殊群体幸福感和获得感均具有重要的现实意义。通过梳理基本社会保障均等化的理论内涵,在研究基本社会保障测度框架及要素构成等理论的基础上,设计了区域基本社会保障水平、均等化和均衡性的测度工具,并对测度工具的设计思路进行了说明,利用构造的测度工具对全国各省区基本社会保障水平、均等化和均衡性进行了进展评价。结果显示:我国大部分省区基本社会保障水平不高,各省区间在基本社会保障水平上差异较大,地区之间均等化水平不高;从基本社会保障内部构成要素间的协调性上看,社会经济发展水平较高或者较低的地区,其基本社会保障均衡性水平较低,因此促进各省区社会经济发展与社会保障均衡发展尤为重要。Basic social security is an important component part of social security,and the achievement of the equalization of basic social security is of great practical significance to enhance the sense of happiness and sense of attainment of special groups.By combing the theoretical connotation of the equalization of basic social security,this paper studies the theory of the measurement framework and the elements of basic social security,and on the basis of this research,this paper designs a regional basic social security level,a measure tool of equalization and equilibrium,and explains the thought of the measuring tool,this paper evaluates the basic social security level,equalization and equilibrium of all the provinces and regions in China by using the structural measurement tools.The results show that the basic social security level of most provinces and regions in China is not high,and the basic social security level varies greatly among provinces and regions,also the level of equalization among regions is not high.From the coordination of the internal components of the basic social security,the equilibrium level of basic social security is low in areas with high or low level of social and economic development.Therefore,it is of vital importance to promote the balanced development of society and economy as well as social security in all provinces and regions.
