基于风险视角的全民健身公共服务治理现代化研究

摘　　要：全民健身公共服务治理现代化是推进更高水平全民健身公共服务体系建设的重要基石,也是加快体育强国建设的内在要求,但当前复杂社会背景下的多重风险性问题使传统全民健身公共服务治理的弊病愈发凸显。运用文献资料、逻辑分析及系统分析等研究方法,对风险视角下全民健身公共服务治理现代化的现实逻辑进行梳理,并对全民健身公共服务治理现代化进程中的风险问题进行探源,主要表现在:治理主体安全监管力度不足、全民健身资源分配不尽合理、极限运动项目安全事故频发、陌生人社会激发风险性事件、突发公共事件的冲击性巨大及数字技术嵌入滋生网络风险等方面。针对存在问题提出了政治、法治、德治、自治、智治“五治”融合的推进路径,即政治引领,确保主体权责明晰化;法治保障,实现保障政策靶向化;德治教化,引导参与者联结韧性化;自治强基,推进风险治理网格化;智治支撑,促进数字技术去风险化等。The modernization of national fitness public service management is an important cornerstone to promote the construction of a higher level of national fitness public service system, and is also an internal requirement to accelerate the construction of sports power. However, the multiple risks in the current complex social background make the shortcomings of traditional national fitness public service management more prominent.Using the methods of literature, logical analysis and systematic analysis, this study combed the realistic logic of the modernization of national fitness public service governance from the perspective of risk, and explored the source of risk problems in the modernization process of national fitness public service governance, mainly reflected in: The safety supervision of the governing body is insufficient, the allocation of national fitness resources is not reasonable, the safety accidents of extreme sports are frequent, the risk events triggered by the stranger society, the impact of public emergencies is huge, and the embedding of digital technology creates network risks, etc. The promotion path of the integration of politics, rule of law, rule of virtue, autonomy and rule of wisdom is put forward, namely, political guidance to ensure the clarity of rights and responsibilities of the subject. Legal guarantee and targeted guarantee policy;Moral education, guide participants to connect toughness;Strong autonomy, promote risk management grid;Intelligent governance support, promote digital technology to de-risk, etc.
