校地共建新型研发机构促进高校科技成果转化的路径探索

摘　　要：科技创新是提高社会生产力和综合国力的战略支撑,高校作为知识创新和技术创新的重要源头,科技成果转化效率低是亟待解决的问题。高校与地方政府合作设立的新型研发机构,是深化产教融合背景下教育链、人才链和产业链、创新链有机结合的生动实践,其具有平台稳定可靠、资源跨界交叉、机制灵活可变等特点。针对高校产教融合深度不够、科技成果成熟度低、中试资金匮乏、教师转化意愿不强等导致成果转化难的问题,本文新型研发机构可在政府主导下,结合地方产业发展需要精准匹配创新成果;设立专项资金,加速成果熟化;着眼技术创新需求,强化与地方产业深度融合;围绕成果转化路径配置相应资源,建立灵活制度体系。Scientific and technological innovation serves as the strategic support for improving social productivity and comprehensive national strength.As an important source of knowledge and technological innovation,universities have the urgent issue of low efficiency in transforming scientific and technological achievements.The new R&D institutions established in cooperation between universities and local governments are a vivid practice of deepening the organic combination of education,talent,industrial and innovation chains under the background of industry-education integration with the characteristics of stable and reliable platform,cross-border crossover resources and flexible and variable mechanism.In view of the problems of insufficient integration of industry and education,low maturity of scientific and technological achievements,lack of funds for pilot testing,and weak willingness of faculty,it’s proposed that under the leadership of the government,the new R&D institutions should precisely match the innovation results with the demands of local industries;set up special funds to accelerate the maturation of achievements;focus on technological innovation and strengthen the deep integration with local industries;allocate corresponding resources around the path of achievement transformation,and establish a flexible institutional system.
