摘　　要：将政策因素纳入到旅游业发展与城乡居民收入分配的分析框架中,阐述了政策扶持背景下旅游业发展如何影响城乡居民收入分配,然后以海南省旅游业为对象,实证分析国际旅游岛政策下旅游业发展对城乡居民收入分配的影响。实证结果及稳健性检验表明,旅游业发展促进城乡居民收入增长,政策扶持推动的旅游业发展带来的收入最先分配偏重于城镇居民,其后逐渐向农村居民偏重,减小城乡收入差距。本文认为在政策扶持下,旅游业发展会促进旅游目的地城乡居民收入的增长,不同时期对城乡居民收入的分配显现出不同特征。This paper incorporates policy factors into the analysis framework of tourism development and income distribution of urban and rural residents, expounds how tourism development affects the income distribution of urban and rural residents with supportive policies, and then analyzes the impact of tourism development on the income distribution of urban and rural residents under the International Tourism Island Policy with the case study of the tourism industry of Hainan Province.The empirical results and robustness test show that tourism development increased the income of urban and rural residents, and that tourism development, facilitated by supportive policies, initially boosted the income of urban residents and then that of rural residents in a gradual way, reducing the income gap between urban and rural residents.The paper argues that with supportive policies, tourism development can increase the income of urban and rural residents of tourist destinations, and that the income distribution of urban and rural residents at different times shows different characteristics.
