新发展格局下中心城市对城市群的引领作用——基于武汉的比较研究

摘　　要：中心城市是区域经济中承载资源要素、实现集聚发展的主要空间形式。在创新驱动发展和区域协调发展战略中,中心城市具有引领带动功能。武汉建设国家中心城市,肩负在湖北和中部地区发挥中心城市引领作用的责任和担当。对武汉与其他国内中心城市进行比较分析发现:从首位度比较来看,武汉经济总量和增速的首位度在中部地区比较明显,但在总量上与头部城市比有差距,且在国家中心城市中的战略影响力不足;从城市创新驱动能力比较来看,武汉虽智力资源密集,创新发展的基础较好,但与创新型一线城市比,差距较大;从对所在城市圈(群)的辐射带动能力来看,目前武汉在武汉城市圈和省域的集聚能力略有减弱,但辐射带动略有增强,尤其是行业龙头企业数偏少,较大限制了武汉作为中心城市的引领作用。因此,中心城市要发挥好引领作用,一是要强化政策引领,在发展质量和发展速度上实现双提升,才能具备发挥“一主引领”作用的能力;二是要对接国家重大区域发展战略,加快建成国家中心城市、国内大循环中心节点和省域战略节点城市,更好地带动省域、区域上下游快速发展;三是要加强科技赋能、创新驱动,构建现代产业体系,打造新发展格局下新路径、新赛道、新空间中的新枢纽;四是要发挥好区域枢纽功能,推动形成区域统一大市场,带动区域协调发展。The central city is the main spatial form of carrying resource elements and realizing agglomeration development in the regional economy.In the strategy of innovation-driven development and regional coordinated development,central cities have a leading and driving function.As a national central city,Wuhan shoulders the responsibility and responsibility to play a leading role as a central city in Hubei and the central region.Through the comparative analysis of Wuhan and other domestic central cities,it is found that:from the perspective of primacy,Wuhan's economic aggregate and growth rate ranked first.The degree is more obvious in the central region,but there is a gap with the top cities in terms of total volume,and the strategic influence in the national central cities is insufficient;from the comparison of urban innovation driving capabilities,although Wuhan is dense in intellectual resources,innovative development is not enough.The foundation is good,but compared with the innovative first-tier cities,the gap is larger;from the perspective of the radiation driving ability of the city circle(cluster)where it is located,the agglomeration ability of Wuhan in the Wuhan city circle and the province is currently slightly weakened,but the radiation driving ability There is a slight increase,especially the small number of leading enterprises in the industry,which greatly limits the leading role of Wuhan as a central city.Therefore,central cities should play a leading role.First,it must strengthen policy guidance and achieve double improvement in development quality and development speed,so as to have the ability to play the role of"one main leading";second,it must connect with the development of major national regions.The strategy is to accelerate the construction of national central cities,domestic major circulation center nodes and provincial strategic node cities,so as to better drive the rapid development of provincial and regional upstream and downstream;the third is to strengthen technological empowerment and inno
