企业科研不端行为成因分析及对策研究

摘　　要：企业作为科技创新的主体,同样也是科研诚信体系建设的责任主体,但国内学术界以企业为研究对象研究科研不端行为的成果还比较少,仅部分省市科技管理部门出台的科研诚信管理办法中对企业科研不端行为有所涉及,这与国家科研诚信体系建设的要求还有一定差距。为此,以企业为研究对象,对企业科研不端行为进行归纳和界定,总结企业科研不端行为的特殊性,深入剖析诱发企业发生科研不端行为的3个主要因素,最后为企业科研不端行为治理体系的健全完善提出建议。As the main body of science and technology innovation,enterprises are also the responsible subject for the construction of the scientific research integrity system.However,there are still few literature on the domestic academia to study research misconduct with enterprises as the research object.Some scientific research integrity management measures are issued by the science and technology management departments of some provinces and cities that involve corporate misconduct in scientific research of enterprises,which is a certain gap with the requirements for the construction of the national scientific research integrity system.Therefore,taking enterprises as the research object,the research misconduct of enterprises is defined,and the particularity of research misconduct is summarized,the three main factors that induce the scientific research misconduct.Suggestions are made for the improvement of the research misconduct governance system.
