Evaluation and Coordination Measurement of Scientific and Technological Innovation Capability in Western Provinces of China Embedded in Innovation Carrying Capacity

摘  要:从科技创新投入、承载力以及产出3个维度,构建区域科技创新能力评价体系,选取西部11个省份2009—2018年面板数据进行实证分析,结果显示西部省份历年科技创新能力总体变化比较平稳,但省份间存在较大差异。结合聚类分析将西部省份科技创新能力分为4类,其中,四川和陕西处于高水平,重庆属于较高水平,云南、甘肃和广西属于中等水平,其余省份科技创新水平则相对较低,且表现出创新投入、承载力以及产出的“匹配”差异性,并通过系统协调性测度进行再分析。研究发现,西部省份科技创新协调性整体水平偏低,但与科技创新能力存在正向相关关系,基本呈现一致性变化趋势,且能够弥补科技投入不足带来的“短板效应”,但同时也会制约科技创新投入的“规模效应”。最后,从区域省份科技创新协同和投入产出效率方面给出建议。A scientific and technological innovation capability evaluation index system is constructed from the three dimensions of scientific and technological innovation input,carrying and output.The 2009—2018 panel data of 11 western provinces was selected for empirical analysis.It is found that the overall changes in technological innovation capability of western provinces over the years is relatively stable,but there are large differences between provinces.Combined with cluster analysis,the scientific and technological innovation capabilities of western provinces are divided into four categories.Among them,Sichuan and Shanxi are at a highest level,Chongqing is at a higher level,and Yunnan,Gansu and Guangxi are at a medium level,and the remaining provinces is relatively weak.Moreover,it also shows the“matching”difference of innovation input,carrying capacity and output,and re-analyses it through the measurement of system coordination.In addition,the study found that the coordination of technological innovation in western provinces is weak as a whole,but there is a positive correlation with technological innovation capabilities,basically showing a consistent change trend,and can make up for the“short-board effect”caused by insufficient investment in science and technology,and also restrict it the“scale effect”of investment in technological innovation.Finally,suggestions are given from the perspective of regional provinces’technological innovation synergy and input-output efficiency.
