摘　　要：支付系统是现代国家经济的重要基础设施。俄罗斯国家支付系统是俄罗斯央行对市场竞争环境下成长起来的多个支付系统依法进行整合的结果。整合过程突出了以央行为代表的国家在支付系统中的地位和作用。实践证明整合是成功的,俄罗斯国家支付系统是安全和高效的。该文依据俄罗斯法律和俄罗斯央行的规范文件及其他资料对俄国家支付系统的法规基础进行简要归纳,系统介绍了俄罗斯国家支付系统的发展历程、运行状况及前景,并在实证分析的基础上评述了主权观念在俄罗斯国家支付系统中的指导地位,这对认识俄罗斯国家支付系统具有重要意义。A Payment system is an essential infrastructure for the economy of modern states.Russia ’s national payment system is the integration of different payment systems developed in market competition environment by the central bank pursuant to the relevant laws.The Central Bank of the Russian Federation,on behalf of the state,takes the leading role in the process of the integration of the domestic payment systems.Russia ’s national payment system is characterized by security and high efficiency and the integration process is a proven success.This paper explores the legal basis of Russia ’s national payment system through an analysis of Russia’s federal laws and the central bank’s rules and regulations as well as other relevant materials,systematically introduces the history,operation and prospects of the system,and analyzes the guiding position of the notion of sovereignty in Russia’s national payment system.This paper and the annotations wherein are also intended to provide reference for further studies.
