新公共服务理论视域下我国生态型政府建设研究

摘　　要：人民的实际需求是政府发展模式选择的可靠依据。伴随生态环境危机日益显著,党和国家对于生态文明建设的重视不断加强,转变政府发展方式逐步提上日程,生态型政府建设愈发具备现实可能。新公共服务理论作为来自实践的“应用科学”,强调政府应当具备服务理念和责任意识,为生态型政府的建设提供理论参照。考察新公共服务理论与生态型政府理念的契合度,针对生态型政府建设中面临的行动困境,提出形成多元协同生态治理体系、多渠道助力群众加入生态建设、推进生态文明发展战略规划、强化政府生态担当意识、因地制宜引导绿色产业发展、培育先进生态治理价值理念等实现路径,以期为生态型政府建设提供有益参考。The actual needs of the people are a reliable basis for the choice of government development model.With the increasingly significant ecological environment crisis,the party and the country have increasingly strengthened the importance of ecological civilization construction,and gradually changed the government development mode on the agenda.Ecological government construction has become more realistic.The new public service theory,as an“applied science”from practice,emphasizes that the government should have a consciousness for service and a sense of responsibility to provide a theoretical reference for the construction of an ecological government.This paper investigates how well the new public service theory fits with the concept of an ecological government.In view of the difficulties faced by the construction of an ecological government,it proposes to build a multiple collaborative ecological governance system and a multi-channel mass participation pattern,promote the introduction of ecological policy planning,and strengthen the government’s awareness of ecological responsibility.The local green development and advanced ecological governance culture should be guided according to local conditions,with a view to providing a useful reference for the construction of an ecological government.
