摘 要:民国时期,国民政府期待通过中原与边疆间交通的建设来引导社会舆论,提升边疆民族的国民意识和国家认同,增强边疆地方对中央政府的向心力。国民政府兴建边疆交通的抱负,遭遇了现实的财政难题和来自边疆地方的权力挑战。以1937年全面抗战爆发为分界线,此前无论政府还是社会精英均将连接边疆与境外的交通视作“离散之源”,并在沉重的“帝国主义”历史记忆之下,形成了“御侮”的叙事;此后连接边疆与境外的国际交通线成为决定中国生死存亡的“生命线”,中央政府与社会舆论顺应时势,丢掉了惯常的“反对帝国主义”话语表达,转而宣扬边疆与境外国际交通线的战略意义。The borderland transportation is not only a infrastructure,but also has a strong political meaning.The central government expects to guide the public opinion,enhance the national consciousness and national identification of the borderland ethnic groups,and enhance the centripetal force of the borderland local government to the central government through the construction of the transportation between the central plains and the borderland.The full break out of the War of Resistance Against Japanese Aggression in 1937 is a demarcation line,before that,due to the weakness of the state’ s own strength,both the government and the social elite regarded the transportation connecting the borderland and the outside as the“source of separation”,and formed a narrative of “resisting aggression”under the heavy historical memory of “imperialism”;after that,connecting the borderland and the international transportation lines outside of China had become the“lifeline”that determines the life and death of China.The central government and the public opinion conformed to the current situation,abandoned the usual “anti-imperialism ” discourse expression,and instead emphasized the strategic significance of the international transportation lines between the borderland and the outside.
