摘　　要：根据习近平新时代中国特色社会主义思想的伟大创造和伟大实践,基于“三新”理论整体上的逻辑自洽和“全面”高质量发展的内涵一致,基于统筹“两个大局”的大背景,本文提出将新发展格局从经济领域拓展至非经济领域,构建“五位一体”新发展格局。坚持“五大”整体理念和按照“五大”总体要求,本文分别探讨了构建“五位一体”新发展格局的重点任务和实施路径。其中,经济发展新格局包括“三个高水平打造”:打造高水平国内循环、高水平对外开放、高水平自立自强;政治文明新格局包括“四个优势发挥”:发挥党的全面领导优势、社会主义制度优势、全过程人民民主优势、新型举国体制优势;文化发展新格局包括“五个融合”:促进文化与社会、文化与经济、文化与科技、文化与时代、文化与政治融合;社会发展新格局包括“三个强化三个建设”:强化人口发展、教育发展、健康发展,建设安全社会、公平社会、幸福社会;生态文明新格局包括“三个共同体构建”:构建自然生命共同体、人与自然生命共同体、人类命运共同体。“五位一体”新发展格局的提出和构建,将极大丰富新时代新发展格局的理论内涵和实践应用。Under the background of implementing the national rejuvenation strategy within a wider context of the once-in-a-century changes taking place in the world,this paper proposes to expand the new development pattern from economic to non-economic field to create a“five-sphere”new development pattern according to the great creation and practice of Xi Jinping Thought on Socialism with Chinese Characteristic for a New Era.The“five-sphere”new development pattern maintains the consistency of the logic of the“three new”theory(i.e.,new development stage,new development philosophy,and new development pattern)as well as the intent of“comprehensive”high-quality development.Adhering to the political view,overall situation view,systematic view,global view,and future view,a new path of development is explored in accordance with the overall requirements of high-quality supply and demand,high-intensity power support,high-level safety guarantee,high-level opening-up,and high-quality life.This study discusses the key tasks and paths of practice,including“three high-level creations,”“four advantages to play,”“five fusions,”“three enhancements and three constructions,”and“building of three communities.”Specifically,the new pattern of economic development is characterized by a high level of domestic economic flows,opening-up,self-reliance,and self-strengthening,finally achieving a“double high”mode that unifies high-quality development and high-speed growth.The high-level domestic economic cycle is created by promoting the flow of production factors;the dynamic matching of supply and demand;the cycle of production,distribution,circulation,and consumption;and the cycle between the real and virtual economy in various industries,between urban and rural,between the East and West,and between the North and South.The high-standard opening-up is constructed by the transformation of opening-up from node enterprises to main enterprises,from being based on the flow of goods and factors to being based on rules
