摘  要:“人民至上”是习近平新时代公平正义观的核心意旨,其意蕴主要体现在:一是筑牢“以人民为始”的价值立场,坚持将人民作为公平正义观的逻辑起点,以人民“最关心最直接最现实的利益问题”为关键切入点,以“促进人的全面发展”为现实落脚点;二是深化“以人民为源”的实践思维,要求将人民作为实现公平正义的决定力量,在“尽力而为”中最大限度发挥人民主体作用,在“量力而行”中确保合规律性与合目的性相统一;三是秉持“以人民为镜”的评判标准,强调由人民评判公平正义的主体尺度,既要客观满足发展成果“更多更公平惠及全体人民”,也要注重提升以“获得感、幸福感、安全感”为重要内容的公平正义主观感受。“People first”, the core essence of Xi Jinping’s view of equity and justice in the new era, is mainly embodied in three aspects: the first is to consolidate a people-centered value stance, adhere to “taking the people’s most concerned and most direct and realistic interests” as the key starting point, and taking “promoting the all-round development of people” as the realistic foothold;the second is to deepen the practical thinking of taking people as the source of achieving fairness and justice, deem people as the decisive force to realize equity and fairness, maximize people’s dominant role in doing our best, and ensure the unity of regularity and purpose in doing what we can;and the third is to uphold the evaluation criteria of taking people as the mirror, emphasize the subjective criteria of fairness and justice judged by people. It is of necessity to objectively meet the requirements of more development fruits more fair to benefit all people and focus on improving people’s experiencing of fairness and justice with the sense of gain, happiness and security as the important content.
