智慧警务背景下在华外国人动态管理研究

摘　　要：在百年未有之大变局形势下,外国人治理压力急剧增加,传统警务模式与复杂的涉外治安形势不相适应。面对新挑战,公安机关外国人管理工作应借助智慧警务技术框架,完善数据采集、核实、整合和共享机制,提高情报研判水平,强化外国人管理数据预警,利用数据可视化辅助警务决策,精准调整管理服务措施。In the context of the once-in-a-century changes,the pressure to manage foreigner has increased sharply,and the traditional policing model is incompatible with the complex foreign-related public security situation.In the face of new challenges,public security organs in charge of foreigner management should use the technical framework of smart policing,improve the mechanisms for data collection,verification,integration and sharing,enhance the level of intelligence research and judgment,strengthen the early warning function of foreigners’data management,and use data visualization to assist police decision-making to accurately adjust management service measures.
