摘  要:美国斯坦福、日本筑波、韩国大德等国际知名科学城在建设和发展过程中形成了完善的创新政策体系,在人才引进、产城融合、普惠性财税政策等方面的成功经验值得中国科学城借鉴参考。基于国内外对比分析的视角,通过对美国斯坦福、日本筑波、丹麦哥本哈根等世界典型科学城的政策梳理分析,总结归纳了国际科学城推动创新发展的主要政策经验,并结合中国科学城规划布局的现实情况,探讨了国际科学城建设政策经验对中国持续推动科学城发展的启示及借鉴意义。研究表明,借鉴国际知名科学城成功政策经验,推动中国科学城高质量发展,应加快政策创新,着力提升科学城的科创高度、城市温度、特色浓度、政策效度、发展视野广度和协同创新力度。In the process of construction and development,international famous science cities such as Stanford in the United States,Tsukuba in Japan,and Dade in South Korea have formed sound innovation policy systems.Their successful experience in international talent introduction,industry city integration,and inclusive fiscal and tax policies are worthy of reference for China’s science cities.Based on the perspective of comparative analysis at home and abroad,this study summarizes the main policy experience of international science cities in promoting innovative development by combining and analyzing the policies of the world’s typical science cities such as Stanford in the United States,Tsukuba in Japan,Copenhagen in Denmark,and combines the reality of the planning and layout of science cities in China.This paper discusses the enlightenment and reference significance of the International Science City construction policy experience for China to continuously promote the development of Science City.The research shows that in order to learn from the successful policy experience of internationally renowned science cities and promote the high-quality development of science cities in China.We should accelerate policy innovation and focus on improving the science and innovation height,urban temperature,characteristic concentration,policy validity,development vision and collaborative innovation of science cities.
