摘　　要：改革开放以来,我国的养老保险制度建设成效显著,覆盖全体国民的养老保险三支柱体系已基本建成。但在当前养老保险制度框架下,不同人群制度适用有别、待遇差距悬殊,意味着当前仅做到了形式普惠,远未达到实质公平。作为养老保险制度最根本的价值追求,能否做到实质公平关乎人民群众的满意度,更关乎制度效能的有效发挥。养老保险应更加注重价值追求,在实质公平的导向下,探索养老保险制度高质量、可持续发展之道。在理顺制度定位和厘清体系划分的基础上,实施渐进式的养老保险制度变革,最终实现基本保障平等化、补充保障公平化以及管理服务均等化。Since the Reform and Opening-up,China has achieved remarkably in the construction of endowment insurance system,and a three-pillar endowment insurance system covering all citizens has been basically established.However,under the current framework of pension system,the systems for different groups of people are different,and the gap in payment is huge,which means that at present,only formal inclusiveness is achieved,and it is far from achieving substantive fairness.As the most fundamental value pursuit of the old-age insurance system,whether it can achieve substantial fairness or not is related to the satisfaction of the people,and even more related to the leverage of the system’s effectiveness.This article believes that endowment insurance should pay more attention to the pursuit of value,and should be guided by substantive fairness to explore ways of high-quality and sustainable development of the system.On the basis of clarifying the positioning and the division of the system,reforms in the pension insurance system should be implemented gradually,finally realizing the equalization of basic guarantees,supplementary guarantees,and management services.
