摘　　要：针对环境治理中存在的系统性不足、资源利用综合性不足、环境治理投入的效益不足等问题,提出大型综合性环保企业可以在资源协调、资源整合、科技创新及推动体制优化方面发挥积极作用。以企业效用为基础,采用层次分析法建立了包括目标层、准则层和指标层的企业环境治理效用指标体系,通过专家打分确定评价指标的权重,建立指标评价标准。指标体系的建立有利于促进大型环保企业建立良性的目标体系,提高生态产品的供给质量,充分发挥综合性环保企业效用,推进我国环境治理市场更好地发展。Environmental governance in China is inadequately systematic with incomplete utilization of resources and less effective investment.Large enterprises of comprehensive environmental protection can play an active role in resource coordination,resource integration,scientific and technological innovation and system optimization.An index system for the utility of enterprise's environmental governance including target layer,criterion layer and indicator layer is established by using the analytic hierarchy process(AHP).The weight of evaluation indicators is determined by expert scoring,and the evaluation criteria are established.The establishment of the indicator system is conducive to a benign target system,improving the supply quality of ecological products,giving full play to the utility of the enterprises,and promoting the better development of China's environmental governance market.
