城市电力应急能力评估体系的构建与应用--以深圳市为例

摘　　要：防范大面积停电风险,减少大面积停电对城市的危害,提高城市的电力应急能力是关键。文章在阐明城市电力应急能力概念的基础上,从城市的应急主体(政府、电力企业、重要电力用户、公众)和应急管理过程(准备、预警、处置、恢复)两个维度建立了城市电力应急能力评估指标体系;根据构建的评估指标体系,以深圳市为例,运用模糊层次综合评估法对整个城市的电力应急能力进行评估。研究发现,城市的电力应急能力建设是一项系统工程,是由多个子系统综合集成的,主要体现为政府、电力企业以及公众等应急主体在遭遇大面积停电事件时的预防与准备、应急处置与救援等能力,需要用多个指标同时描述才能较全面地反映其整体特征和相互关系。Preventing the risk of large area power failure,reducing the harm of large area power failure to the city,it is the key to improving the urban electric power emergency capacity.On the basis of clarifying the concept of urban electric power emergency capacity,the article establishes the index system of urban electric power emergency capacity evaluation from two dimensions of urban emergency subject(government,electric power enterprise,important electric power user,public)and emergency management process(preparation,early warning,disposal,recovery);according to the constructed evaluation index system,taking Shenzhen city as an example,the fuzzy hierarchy comprehensive evaluation method is used to evaluate the power emergency capacity of the whole city.Study found that the city's power emergency capacity construction is a systematic project,is composed of multiple subsystems integrated,mainly embodied in the government,the electric power enterprises and the public in a large area blackout emergency subject of outages prevention and preparation,emergency disposal and rescue ability,need to use multiple indicators and description to more comprehensive to reflect the overall characteristics and mutual relations.
