摘　　要：“两型社会”综合配套改革试验区是农业高质量发展理念的重要探索与试验模式。基于2000—2018年的省级面板数据,采用合成控制法实证分析“两型社会”建设对湖北省农业高质量发展的影响效应,研究表明:“两型社会”试点政策对湖北省人均农机总动力、人均粮食产量、农民人均可支配收入具有显著的正向促进作用,而对农用地膜使用强度、农药施用强度、化肥施用强度形成了显著的减量防控效应,且该结论经稳健性检验后仍然成立,因此说明“两型社会”政策不仅有效推动了农业生产的绿色化转型,而且还有力释放了粮食增产、农民增收的双重成效,这为我国走出一条农业现代化的创新之路提供了先行示范和理论依据。“Two-oriented Society” comprehensive reform experimental area is an important exploration and experimental model of the concept of high-quality agricultural development.Based on the provincial panel data from 2000 to 2018,this paper empirically analyzes the effects of the construction of “two-oriented society” on high-quality agricultural development in Hubei Province by using the synthetic control method:The pilot policy of “two-oriented society” has a significant positive effect on the total power of agricultural machinery per capita,per capita grain output,per capita disposable income of farmers in Hubei Province.However,the application intensity of agricultural mulching film,pesticide and chemical fertilizer has formed a significant reduction prevention and control effect,and the conclusion is still valid after the robustness test.Therefore,the “two-oriented society” policy not only effectively promoted the green transformation of agricultural production,but also effectively unleashed the double effects of increasing grain production and farmers’ income,this has provided the advance demonstration and the theory basis for our country to walk out an agricultural modernization innovation road.
