摘　　要：作为一种有效的监控机制和责任机制,绩效评估一直是我国政府购买公共服务的重要组成部分。它旨在为公共项目和组织绩效提供各种客观信息,这些信息可以用来强化管理并为决策提供依据。然而,实践中评估主体的专业化程度不高、价值取向偏差,以及绩效评估制度缺失等一系列问题,弱化了政府购买公共服务绩效评估的实际效用,易导致公共责任赤字。公共责任赤字广义上是指公共责任机制表现出的不足及削弱公共责任相关价值的任何方面,具体表现为:信息阶段的绩效信息基础缺乏阻碍了公共责任的履行;评估阶段的科学评估困境使公共责任履行不到位;结果阶段的结果应用有限不利于公共责任的约束与改善。通过建立完善的信息公开制度、公民参与制度、绩效反馈制度等治理措施,可以优化绩效评估体系及公共责任履行,有针对性地减少公共责任赤字。As an effective monitoring mechanism and accountability mechanism,performance evaluation has always been an important part of the government’s purchase of public services.It is designed to provide a variety of objective information on public programs and organizational performance that can be used to strengthen management and inform decision-making.However,in practice,there are a series of problems such as low degree of specialization of evaluation subjects,deviation of value orientation and lack of supporting system,which weakens the actual utility of the performance evaluation of government procurement of public services and easily leads to the public accountability deficit.In a broad sense,public accountability deficit refers to the deficiencies of the public accountability mechanism and any aspect that weakens the relevant value of public accountability.In this case,the specific manifestations are:the lack of performance information foundation in the information phase hinders the performance of public accountability;the dilemma of scientific evaluation in the evaluation phase makes the public accountability not fulfilled in place;the limited application of results is not conducive to the restraint and improvement of public accountability.By establishing a sound information disclosure mechanism,citizen participation system,performance feedback mechanism and other governance measures,we try to provide some references for optimizing the performance evaluation system and its public accountability fulfillment,so as to reduce the public accountability deficit in a targeted manner.
