摘 要:电力系统作为关系国家命脉的行业,对其进行全方位的安全防护至关重要。其中,智能变电站二次系统的安全稳定运行直接影响着一次系统的可靠与否,一旦遭到重大安全攻击,可能会造成大面积停电,甚至导致电力领域重要机密泄露。考虑到智能变电站二次系统之前的研究主要集中在安全分区、网络专用、横向隔离、纵向加密、综合防护等方面,对自动化装置本体安全的研究较少,安全防护措施较弱,文章对二次系统本质安全防护需求进行了分析,提出了包括硬件平台、操作系统、功能应用和云边协同运维4个方面的智能变电站二次系统本质安全防护评估体系,并分析了指标权重和评价方法的选取以及综合评价结果的设置,提出了本质安全防护评估流程,以期为二次系统本质安全防护建设提供参考评价标准。As an industry related to the lifeblood of the country, the power system is of vital importance for allround security protection. Among them, the safe operation of the secondary system of the smart substation is directly related to the normality of the primary system of the smart substation. Once a major security attack is encountered, it may cause a large-scale blackout and even lead to the leakage of important secrets in the power field. The previous research on the secondary system of smart substations mainly focused on security partitions, network dedicated, horizontal isolation, vertical encryption, comprehensive protection, etc. However, there is few research on the security of the automation device itself, and the security protection measures are weak. The system’s intrinsic safety protection requirements are analyzed, and an evaluation system for the intrinsic safety protection of the secondary system of smart substations is proposed, including hardware platform, operating system, functional application, and cloud-edge collaborative operation and maintenance. The selection of index weights and the intrinsic the safety protection evaluation process is also analyzed to provide a reference evaluation standard for the construction of the intrinsic safety protection of the secondary system.
