关于国家自然科学基金联合基金面向国家重大需求科学问题凝练的思考

摘　　要：国家自然科学基金联合基金围绕区域、企业、行业部门的重大需求和瓶颈,聚焦及凝练关键领域中的核心科学问题,引导与整合社会资源投入,推动我国自主创新能力的提升。在实际执行过程中,面向国家重大需求,如何精准凝练科学问题是目前专家学者和管理工作者共同关注的重点问题。本文探讨了联合基金项目科学问题凝练的一般过程和突出难点,在有关调研与分析的基础上,提出科学问题凝练的优化思路和策略方案,以期为联合基金项目的完善管理提供借鉴。Joint Funds of National Natural Science Foundation of China focus on the critical needs and bottlenecks of regions,enterprises and industrial sectors,concentrate and condense the core scientific problems in key areas,guide and integrate social resources to promote the improvement of China's independent innovation capacity.In the process of actual implementation,how to focus on the scientific problems to meet the national critical needs is a key concern of experts,scholars and managers in the current science funds management.In this paper,we explore the characteristics and challenge of scientific problems of the Joint Funds projects,propose optimized ideas and strategies based on investigating and analyzing its paradigm status quo,and provide references and reform attempts for perfecting its management.
