摘　　要：为进一步引导和激励科研人员投身原创性基础研究工作,加速实现前瞻性基础研究、引领性原创成果重大突破,国家自然科学基金委员会启动实施原创探索计划。本文介绍了原创探索计划的资助定位、实施工作原则和项目遴选程序,对启动实施两年以来的总体情况进行了分析总结,并对原创探索计划项目(以下简称“原创项目”)资助工作进行了探讨。分析发现,原创探索计划在破除青年科技人才、“小人物”提出原创思想往往得不到重视这一障碍方面成效初显,并有利于培养作为国家战略人才力量源头活水的青年科技人才的原创精神。最后,提出了充分认识原创项目和常规项目四类科学问题属性中“鼓励探索、突出原创”类的关系等建议。相关研究将对规范和优化国家自然科学基金原创探索计划项目管理工作提供参考。To further guide and encourage researchers to engage in the work of original fundamental research,and accelerate the realization of major breakthroughs in forward-looking basic research and leading original achievements,the National Natural Science Foundation of China(NSFC)has launched the Original Exploratory Program(OEP).This paper introduces the funding orientation,implementation principles and project selection procedures of the OEP,analyzes and summarizes the overall situation of the two years since the implementation of this program,and also discusses the funding work of this program.There is every indication that the OEP is effective in breaking down the obstacle that the lack of attention paid to the original ideas of young scientists,and is beneficial to cultivate the originality of young scientists.Finally,some suggestions are put forward,such as well recognizing the relationship between the OEP and the“Encouraging exploration and highlighting originality”type of regular programs.The research can help to standardize and optimize the management of the OEP.
