乡村振兴水平差异及空间结构研究——以黑龙江西部地区为例

摘　　要：实施乡村振兴战略是新时代做好“三农”工作的总抓手。监测和评价县域发展水平是实现乡村振兴总体目标的重要保障,研究县域空间结构对乡村振兴路径选择具有重要意义。本文从“产业兴旺、生态宜居、乡风文明、治理有效、生活富裕”五个方面构建县域乡村振兴评价指标体系,综合运用熵权TOPSIS和空间分析方法,测算2018—2020年黑龙江西部地区乡村振兴发展水平后,模拟空间结构特征。结果表明,13个县(市)乡村振兴系统评价值逐年提升,子系统评价值具有明显差异性;县(市)发展存在全局空间正向相关,产业兴旺、生态宜居、乡风文明、治理有效四个子系统呈局部正相关,相邻县具有相似特征。据此结合实际将黑龙江西部地区县(市)划分为推进发展、协调发展和提升发展三种类型,提出突出特色发展、协调地域发展和巩固总体发展等建议。Implementing the Rural Revitalization Strategy is the general starting point for doing well the work of“agriculture,rural areas and farmers”in the new era.Monitoring and evaluating the county development level is an important guarantee to achieve the overall goal of Rural Revitalization.The study of county spatial structure is of great significance to the choice of the Rural Revitalization path.This paper constructs a County Rural Vitalization evaluation index system from the five aspects of“industrial prosperity,ecological livability,rural civilization,effective governance and rich life”,comprehensively uses entropy weight TOPSIS and spatial analysis method to calculate the Rural Revitalization and development level in Western Heilongjiang from 2018 to 2020,and simulates the characteristics of spatial structure.The results show that the comprehensive evaluation values of Rural Revitalization level in 13 counties are increasing year by year,and the evaluation values of each subsystem are different;There is a spatial positive correlation between the development of counties,and the adjacent counties have similar characteristics;On this basis,it is divided into promoting development type,coordinated development type and promoting development type.For different development types of counties,this paper puts forward suggestions such as highlighting characteristic development,coordinating regional development and consolidating overall development.
