摘 要:运用三阶段DEA模型对2019年我国东部三大城市群35个国家高新区的创新效率进行分析。实证结果表明:在剔除环境因素干扰后,东部三大城市群高新区综合效率有所下降,综合效率不高主要由较低的规模效率引起,大多数高新区处于规模报酬递增状态。其中珠三角城市群在调整后的平均综合效率最高,长三角次之,京津冀最低,规模因素成为制约京津冀和长三角创新效率提升的关键因素。环境因素中产业结构、文化教育环境和政策支持都有利于创新效率的提升,经济发展水平和基础设施环境抑制了创新效率的提升。Used the three-stage DEA model to analyze the innovation efficiency of 35 national high-tech zones in the three major urban agglomerations in eastern China in 2019.The empirical results show that:after eliminating the interference of external environmental factors,the comprehensive efficiency of the high-tech zones in the three major urban agglomerations in the east has declined.The reason for the low comprehensive efficiency is mainly caused by the low scale efficiency;most high-tech zones are in the state of increasing returns to scale.Among them,the adjusted average comprehensive efficiency of the Pearl River Delta urban agglomeration is the highest,followed by the Yangtze River Delta,and the Beijing-Tianjin-Hebei region is the lowest.The scale factor has become a key factor restricting the improvement of innovation efficiency in the Beijing-Tianjin-Hebei and the Yangtze River Delta.Among the environmental factors,industrial structure,cultural and education environment and policy support are conducive to the improvement of innovation efficiency,while economic development level and infrastructure environment inhibit the improvement of innovation efficiency.
