摘　　要：城市生活垃圾分类,关乎资源治理及其再利用,是环境治理的重点和难点,也是当今世界各国城市治理的重要议题。文章提出城市生活垃圾分类行动者行为归因的ISPC分析框架,即“制度设计—社会环境—个体认知—集体行动”四维分析框架,选取上海市12个市辖区24个社区进行居民问卷调查,并运用结构方程模型对居民生活垃圾分类行为的影响因素进行ISPC四维分析。研究发现:制度设计是行动者行为产生的引擎;有效动员所形成的社会环境是行动者行为成功的关键;行动者的个体认知是其行为长期维续的稳定器;集体行动则是保障行动者个体行为大众化、常态化的调节杠杆。为此,应从完善制度设计、改善社会环境、提高居民个体认知和动员集体行动四个方面入手,改进城市生活垃圾分类政策,完善环境治理。The classification of urban domestic waste which is related to resource management and reuse,is the key and difficult point of environmental management,and is also an important topic of urban governance in the world.Since residents are recognized as a crucial actor of the implementation of municipal waste classification,a four-dimension assessment framework,i.e.,“Institutional Plan-Social Environment-Personal Cognition-Collective Action(ISPC)”,was proposed to analyze the logic behind resident behavior.Questionnaire surveys were conducted in 24 selected communities in Shanghai,and structural equation modeling was performed to analyze the resident behavioral attribution on municipal waste classification with reference to the ISPC framework.It is found that institutional design is the engine of the behavior of actors;the social environment shaped by effective mobilization is the key to the success of the behavior actors;individual cognition is the stabilizer for the long-term maintenance of the behavior;and collective action is the transformer of behavioral normalization.Therefore,it is necessary to improve the classification policy of urban domestic waste and improve environmental governance from four aspects:improving the system design,improving the social environment,improving the individual awareness of residents,and mobilizing collective action.
