摘　　要：为了积极应对云南省近年来频发的各种抗旱应急事件,促进云南省经济和社会的和谐发展,提升云南省抗旱工作的现代化水平,开发建设云南省抗旱业务系统。该系统是云南省防汛抗旱指挥系统的重要组成部分,基于“两台一库”技术架构,应用WebGIS技术,采用B/S结构搭建系统。从系统建设原则、总体构架和具体功能等方面介绍云南省抗旱业务应用系统,重点讨论系统业务功能设计与实现方法。通过该系统的建设,提升云南省旱情信息监视、分析、预测、评估能力,提高云南省干旱灾害信息分析处理的时效性和准确性,实现云南省抗旱工作的数据采集自动化、分析预测智能化、运行管理规范化、调度决策科学化,为云南省抗旱业务管理工作提供全方位和高效率的技术支撑,对云南省抗旱减灾工作有重要意义,同时也为加快推进云南省智慧水利现代化建设提供积极、可行的经验。In recent years,in order to actively respond to various drought emergencies in Yunnan Province,to promote socio-economic development and the modernization of drought relief management,a drought relief system,an important part of Yunnan flood control and drought relief management system,has been developed.Based on the technical framework of “ two platforms and one database”,the system is developed based on WebGIS technology and B/S structure.This paper introduces the system from the aspects of development principles,general architecture and specific functions of the system,with a focus on the design and implementation methods of its business functions.By the system,the capacity of drought information monitoring,analysis,prediction and evaluation in Yunnan Province,as well as the effectiveness and accuracy of drought disaster information analysis and processing,has been improved.The data collection automation,intelligent analysis and prediction,standardized operation management and efficient decision-making of drought relief have been realized.The system provides comprehensive and efficient technical support for the drought relief business management in Yunnan Province,which is of great significance to the drought relief and disaster reduction in Yunnan Province.In addition,it also provides positive and feasible experience for accelerating the development of intelligent water management in Yunnan Province.
