摘  要:本文采用数字化手段对水污染源、大气污染源进行全过程闭环监管设计。通过生态环境管理信息化平台对涉水企业用电工况、用水、排水、储存、小废水拉运等数据建立智能分析模型,自动研判工况数据、用水量、废水拉运量等数据合理数值;对VOCs企业用电工况数据建立智能分析模型,自动研判生产设施与治污设施工况数据合理数值。在此基础上,对预警异常信息进行情景模拟,自动研判企业是否存在偷排漏排现象,并设计“智能预警→三级响应→事件闭环”业务流程,构建“执法人员+运维团队+企业”三级响应运维管理机制。实现生态环境监管部门精准监管、预警、溯源和执法,全面提升环境管理水平和“数治”能力。This paper adopts digital means to design the whole process closed-loop supervision of water pollution sources and air pollution sources.Through the information platform of ecological environment management,an intelligent analysis model is established for the data of electricity use,water use,drainage,storage,small wastewater transportation and other data of water related enterprises,to automatically study and judge the reasonable values of the data of working conditions,water consumption,wastewater transportation and other data.An intelligent analysis model is established for the data of power consumption conditions of VOCs enterprises to automatically study and judge the reasonable values of the operating conditions of production facilities and pollution control facilities.On this basis,scenario simulation is carried out for abnormal warning information to automatically study and judge whether the enterprise has the phenomenon of stealing and leaking.And design the business process of“intelligent early warning→three-level response→event closed-loop”.Build a three-level response operation and maintenance management mechanism of“law enforcement personnel+operation and maintenance team+enterprise”.Achieve precise supervision,early warning,traceability and law enforcement by the ecological environment supervision department.Comprehensively improve the environmental management level and the ability of“digital governance”.
