摘　　要：拐卖儿童犯罪不仅是对儿童人身权利和人格尊严的严重践踏,而且其威胁波及家庭关系与社会稳定。近年来拐卖儿童犯罪不断升级,在犯罪动机、犯罪时空和犯罪主体等方面都呈现出新的特点。坚持以人民为中心,是习近平新时代中国特色社会主义思想的重要内容。我国的拐卖儿童犯罪防治工作理应在人民中心视域下进行考量。面对被拐儿童的实体权利保护缺失、获救后融入原生家庭困难、案件线索来源单一和预防机制滞后等困境,需要加强系统防治、依法防治、综合防治和源头防治以完善拐卖儿童犯罪防治体系,为建设更高水平的平安中国作出重要贡献。The crime of child abduction and trafficking is not only a serious violation of children’s personal rights and personal dignity,but also threatens family relations and social stability.In recent years,the crime of child abduction and trafficking has been escalating,showing new characteristics in terms of criminal motive,crime time and space,and crime subject.Adhering to the people-centered approach is an important part of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era.Therefore,the prevention and control of the crime of child abduction and trafficking should be considered from the people centered perspective.Faced with difficulties such as the lack of substantive rights protection of abducted children,difficulties in integrating into the original family after rescue,single source of clues for cases and lagging prevention mechanisms,it is necessary to improve the crime prevention and control system of child abduction and trafficking by systematic prevention,lawful prevention,comprehensive prevention and source prevention,so as to make important contributions to building a higher level of peaceful China.
